Star Council Report

Revised Criteria for the 2023-2024 Star Council Award.

  • Membership Quotas 6% Net Growth.  Minimum of Five – Maximum of Fifteen new members, based on total membership.
  • The Founders Award (Insurance).  All council must participate in at least TWO Fraternal Benefit Programs, live or on line.   SUM ATTENDEES OF TWO OR MORE SEMINARS:  Minimum of TEN members or Member-Eligible attendees for councils less than 100 members.  Minimum of FOURTEEN members or Member Eligible for councils with 100 or more members. Grand Knight must submit Form 11077 on-line on Supreme website.
  • Columbian Award Application SP7.  Supreme Council is requiring 16 activity reports.  Four activities or credits in each of the Faith in Action categories (Faith, Family, Community, Life).   Sponsoring a “Featured” activity will count as two report credits.

Columbian award Application must be submitted by June 30, 2024

  • Safe Environment Certification.  No new changes.  Remember: Grand Knight is prohibited from serving more than two council chairman positions. (Grand Knight, General Program Chairman, Family Activities Chairman and Community Activity Chairman.)  All chairmen are required to have a personnel email address; not a generic address, like [email protected].   
  • Form 365 Service Program Personnel Report.   Form must be submitted by July 1, 2023.   Supreme Council will use the emails for the Grand Knight, General Program Director, Council Community Director and Council Family Director in order to forward safe environment on-line training. 
  • Form 1728 Fraternal Survey    Must be submitted by February 15, 2024

Supreme Council Records show the following as of May 1:  

  • 99 councils (27% of active councils) have not submitted their Form 365.   
  • 21 councils (6% of active councils) have not submitted their Form 185.
  • 50 councils (13% of active councils) have not submitted the Fraternal Survey 1728
  • 85 councils (23% of active councils) have missing audits.    PLEASE NOTE:  There still seems to be issues with the report on missing audits by Supreme.   I strongly recommend that you keep all email confirmations that you receive from Supreme for all submitted reports.   
  • 118 councils (32% of active councils) have not recruited a new member this fraternal year.   255 councils have recruited a total of 1293 new members.  There are now 59 councils who has achieved their Membership Quota for the fraternal year.
  • As of May 1, Ohio has 46 councils who have achieved 100% of their Fraternal Benefit event quota and will be listed on the report as “YES” in the Founder’s Award Column.  There are an additional 31 who only lack a second Fraternal Benefit Event or a few additional FBE attendees.  I included a separate “FBE Status Report” so councils can check on the number of events and the total participants.

Remember the quota is for a minimum of two events and with a total of 10 or 14 in attendance. (See Founder’s Award criteria above).  If you met your minimum attendance quota after one event, you are still required to sponsor two events.  If you do not meet your minimum attendance requirement after two events, you can sponsor additional events (more than two) to meet your minimum attendance.

Please work with your field agents if you need an additional Fraternal Benefit Event.

  • The OYP column (Office of Youth Protection) on the Star Council Status Report lists those councils who have been certified by Supreme Council for Safe Environment Compliancy.  There are now 115 councils (31% of active councils) that are compliant.   You can check your council’s Safe Environment status in the OFFICERS ONLINE section of the Supreme Council website, under COUNCIL, REPORTS, and then open SAFE ENVIRONMENT MEMBER STATUS. 
  • The Columbian Award Application SP7 information is listed.  344 councils (93% of all active councils) have not submitted the SP7 which is due by June 30.  If you submitted reports for the State Program Contest this program year, then you have the four activities in each of the four Faith in Action categories in order to submit the SP7 now.   You do not have to wait until June 30.
  • There are currently 28 councils that have both Membership Quota and YES for the Founder’s Award.   There are an additional 31 councils who have met their Membership Quota and another 18 that have met their Insurance FBE quota.    There are 14 councils who have met all criteria for Star Council Award.    Many councils are only lacking their SP-7 Form or an additional Fraternal Benefit Event.   We can still achieve 59 Star Councils for this fraternal year.  We need your help.
  • Points awarded to 349 councils (94% of active councils) for submitted activities for the “Let Us Be Worthy” State Program Contest.
